Dear Customers and Partners,
In connection with the recent publications and statements based on the results of tests conducted by the ADAC organization, which call into question the safety of certain Chipolino child car seats, we hereby state the following:
Chipolino is a manufacturer whose activities are fully governed by European and national legislation. All our products, prior to being placed on the market of the European Union and made available to the end consumer, undergo the mandatory conformity assessment procedures, as well as all required laboratory tests carried out by accredited bodies in accordance with the applicable legal framework.
In particular, the child restraint systems manufactured by Chipolino are certified under UN ECE Regulation No. 129 of the United Nations Economic Commission for Europe (UN ECE R129) – “Uniform provisions concerning the approval of enhanced child restraint systems used on board of motor vehicles.”
This is the only legally recognized regulatory act applicable within the European Union and the Republic of Bulgaria, establishing binding safety requirements for child car seats.
The tests conducted by ADAC do not constitute official tests within the meaning of European legislation and are not part of the product type-approval procedures. ADAC is a private organization whose tests are carried out according to its own internal methodologies, which are not publicly available, are not standardized, and are not subject to independent control or verification.
Due to the lack of transparency and alignment with recognized standards, the results of such tests cannot be accepted as a legitimate or reliable indicator for assessing product compliance.
The assertion that a product “fails” when it does not meet the requirements of “heightened” and unofficial criteria is unfounded. Every manufacturer designs its products in accordance with officially announced requirements, not with those set by private organizations. It is entirely natural that a product designed and certified in compliance with official norms and standards may not meet additional criteria outside the recognized regulatory framework.
It is unacceptable to undermine official standards, which are established and upheld by solid teams of experts and authorities whose mission is to protect infants and children from injuries, dangers, and risks — to the highest degree possible.
We categorically reject any insinuations that Chipolino products fail to meet safety requirements. All our products are placed on the market only after passing the necessary and mandatory testing and certification procedures in accordance with the applicable EU regulations and national legislation.
The allegations based on ADAC’s tests represent an unfounded attack that damages the reputation of our company and undermines consumer trust without any legal basis. Chipolino reserves the right to undertake all legally permitted actions to defend its reputation as well as the interests of its customers and partners.
We assure all consumers and parents that Chipolino child car seats are completely safe, reliable, and fully compliant with all safety requirements established by applicable European legislation and the regulatory acts of the United Nations Economic Commission for Europe.
With the greatest respect for every family, and with unwavering dedication to the youngest, our mission has always been — and will remain — to provide products that fully comply with the safety standards created and enforced within the EU. We believe that every child deserves the highest level of protection, and every family deserves the confidence of choosing a product designed with love and responsibility.
Respectfully,
The Management of Chipolino Ltd.
